Transparency

The Law on Transparency defines transparency as "the proactive action of the Administration to disclose information relating to its spheres of action and its obligations, on a permanent and updated basis, in the manner that is most comprehensible to the people and by means of the instruments of dissemination that allow them broad and easy access to the data and facilitate their participation in public affairs".

This principle is materialised through the active publicity of public information of general interest, the citizens' subjective right to request and access the documents and data held by the administration, the evaluation of compliance with these obligations to encourage permanent improvement and the accountability of the policies and actions of the administrations.
