External reports

Reports are dissertations in which the relevant data relating to a query (facts and/or legal grounds) are presented in an objective manner, by means of which any decision to be taken is analysed and substantiated from a technical or legal point of view. They generally belong to the field of preventive legal advice, since a legal opinion is requested in relation to a specific question.

Their function is, therefore, to provide elements for the adoption of a decision or legal response appropriate to the metropolitan context, although they do not necessarily express the point of view of the body commissioning them.

Within the reports, depending on their purpose, scope and responsibility, it is possible to identify those known as "legal opinion", typical of common law, required in certain scenarios in which a specific legal opinion is requested, qualified by its effects and by the responsibilities derived from its issue.

In accordance with article 8.1.h) of Law 19/2014, of 29 December, on transparency, access to public information and good governance, the Transparency Agency makes public the external reports and studies it commissions.
